I think because the book is a biography of the old school stressing the role of personality in history, as opposed to modern trends of searching for the pivotal role of vast and impersonal historic and economic forces.

The book focuses on the world and microcosm of the Court, ignoring the vast perspective of the changing Frech society in general. It stresses the role of the elite, an old-fashioned concept. Anyhow, the spirit of the book is very faithfully reproduced in the movie. And mainly the book is sympathetic to the Queen, a tendency which the director endorsed.
